Foam in a fuel cell prevents a concentration of the fuel vapor plus air mixture which significantly reduces the probability that the fuel cell will explode in case of a fire.
I have a 10 gallon fuel cell and it has a black color foam inside it is it safe to take it out.

From battling foam in the past i know that is from a partially blocked pre pump filter i pulled it and found a little not much but some glue like residue against the screen of my russell filter which has a really fine screen it was more of a goo like crap i cleaned it and moved on.
